Setting up an account on Govt gateway

Client has set up with HMRC as self employed. Just had PAYE scheme numbers and we need to send off April and May CIS returns. I will have to wait a while before client gets code to authorise me to verify for him. He's been deducting 20% meanwhile.

He's just tried setting up an account via the Govt gateway, but cannot see the option to enter the scheme numbers for his PAYE account so can't proceed to verify. He's told me what he sees online, but it doesn't make any sense to me. EDIT - I've just logged into his account and found there is no way to access his payroll data or anything else when you actually try. I'm now wondering if there is a programming glitch. It really looks very odd.

Who should he call about this at HMRC? He will face a fine for the May return being late otherwise. I've told him to pay the tax today and I'll write a stinking letter when the penalty hits the doormat.

He has said he's now so cheesed off he will put up with the fine, as he needs to do some work.

Has he verified the people he is deducting at 20%? Do you have the figures for the CIS return? If so why can’t you submit using your payroll system?

You don’t need agent authorisation for third party software.

He can't verify anyone because his online account won't let him access his payroll. I can't submit deductions at 20% via payroll system as it superimposes 30% because subbie has no verification details.
I can't verify subbie because I'm not yet payroll agent. Just called Agent line. They tried to put me through to CIS, but CIS won't take the call.

Why has he been deducting at 20% if he hasn’t verified them? Can’t this be done by phone. Sorry I don’t do CIS so did not know the verification was online these days if that fd the case.

So he can’t add Payroll as a service when he is in his online account? Is it a business account?

He's just moved his ltd co business into a sole trader biz. Subbie was previously verified on Ltd co CIS account. No you can't verify by phone, must be online. We've waited a long time to get the payroll ref's through.
You've just asked if his online account is a business account. That sounds like something I need to take a look at.

I insist on the employer helpline setting urgent schemes up over the phone, which they will usually do.
