If funding for a particular employee's salary cost is reduced by 50% (as a result of Covid19 issues )  would it be possible to reduce the workers hours proportionatley and then furlough the hours that funding has been reduced for ?  So in real terms this would mean telling the employee that you cannot afford to pay him/her a full weekly wage and so reduce them to say 2 days a week and then furlough the remaining 3 days ? The government directive of furloughing employees doesn't seem to consider this and so it seems you either furlough totally or not at all . Any tthoughs on this ?

Furloughed means sent away with no work to do, redundant but retained as an employee. It is a binary condition. You can't be partially furloughed, which is why the guidance is silent on that point.

You also have to furlough for a minimum of 3 weeks.

Why not furlough some staff for a minimum three weeks and then rotate them?
That way, as long as no work is being carried out during furlough period, the employer can claim the CJRS grant. There is no reason not to at least consider this and it achieves your objective.
