Small Business Grant - Turnover?

Is Small business grant to be included as turnover?

Hi
I am in receipt of the £10,000 small business rate relief grant. I understand this is taxable but I am wondering if this would have to be regarded as turnover for the purpose of VAT threshold? I am not currently VAT registered although in the last rolling year I was getting fairly near to the threshold.
My turnover will now undoubtedly drop but would like to know if the grant would be something that could push me near to VAT threshold again.

Just out of interest, how long did it take your local authority to conclude your claim for the grant? Secondly, which authority dealt with the claim? My authority (Sheffield City Council) appear a tad vague, as regards when the grants will be paid.

Mine (Brentwood) are claiming 10 business days from portal submission.

However I think it will end up being longer and I've just noticed they had me down as unoccupied with rate reduction so looks like I'll need to argue my case and get them to back date occupancy with rate relief applied. Thanks to my letting agent supplying wrong info it would seem.

Solihull MBC paid the monied into clients accounts within a week.
Sandwell can not even be contacted ! .

In Cumbria payments are being turned round quickly:
Claim made Easter Sunday
Email reply bank holiday Monday saying claim accepted
Email Wednesday saying payment processed and should be in bank Friday
Credit where credit is due - five days from start to finish is impressive

The further information is much appreciated.
Seems to me that Sheffield City Council is more keen to maintain parking charges and restrictions, than to help local businesses. But, am I surprised?

Plymouth City Council and South Hams Council have turned payments around within a week for the two that I have dealt with.
