As above, I have a staff member who started after 28th Feb and I'm reading from HMRC she cannot be furloughed. So does anybody know how I should process her in payroll, is it just 0 hours but under a 'exempt from being furloughed' field maybe? And maybe ask her to check entitlement for welfare benefits?

Exempt is a strange word to use.
The key information you omit is did she work at all in March? If not, can she be said to have started?
