Submitting payroll info to HMRC late

I need to submit payroll info to HMRC for prior periods (I use Xero), but can't send EYU

I have recently taken on payroll for a new company who had paid their 2 employees for 3 months before employing me.
I had difficulty obtaining the HMRC online activation code due to the covid situation (couldn't access the original address and then had lots of issues trying to get HMRC to change address). 

Xero won't allow me to resubmit the FPS files for the previous months as it's past the 19th of the following month. So I've been told by Xero to submit an EYU. However HMRC basic PAYE tools are telling me I can't submit an EYU if I've not previously submitted data.
So what do I do?!

HMRC is not taking phone calls, and no webchat advisors have been available all day.

Would be grateful if anyone has any bright ideas!

If no payroll at all has been submitted for 19-20 why can’t you just submit through BT?

Hi,

If no payroll data has been submitted, I would have thought you submit the payroll data as normal. They would just be classed as late submissions.

I can't help you with Xero payroll processing though I'm afraid. Perhaps there is a Xero payroll person on here who may be able to assist further.

I tried submitting through BT but got this error:

"Basic PAYE Tools doesn't support sending FPS submissions after 19th April for the respective tax year. If you need to update details for the previous year please submit an EYU (Earlier Year Update)."

And when I try to submit EYU through BT it says I can't because there are no previous submissions.

The BT online help desk is pretty good so I would call them. First of all read all the rules with set up and EYU etc.

You should be able to use BPT - I have done in the past. When you add an employee, you chose the option "Earlier Year Update only"
