Tax liability when outside of the UK

Hi, I am asking this question on behalf of someone else. 

They have been living outside of the UK and traveling now since July 2022. 

They do not wish to return given the state the UK is in at the moment. 

They havent earnt any money in the last two years, they were solely relying on savings and are at the point now where they would like to do some online coaching work. 

They have mentioned that given they havent lived in the UK so long and move around within the 180 day period that they feel its strange to be liable for tax in the uk given they havent been there in so long with no plans to return. 

Given this unique situation and the fact they move around so often, are they liable to anyone at the moment? It seems like such a grey area. 

They do have a limited company, which they are thinking about closing as it hasnt earnt in the last two years either given the current climate no paid business has come through the door. 

They did previously pay income tax for almost twenty years so this is not about tax avoidance as such, its more about fairness given they are not in the country anymore.
