Tax on Dutch Employment Income

A client worked for an agency in the Netherlands for 4 months in our tax year 2019-20. As part of an incentive from the Dutch government to encourage skilled workers he received a 30% of his earned income tax free the rest being taxed. Looking at the Dutch tax rates I can't work out what tax rate the agency has used none of the rates work out to the tax deducted. My clients employement straggled two tax years in the Netherlands Dec 2019 and Jan - March 2020. The annual summary for 2019 ends in December 2019 and a summary for Jan - Dec 2020 won't be issued until next year, hence the payslips.  The agency payslips are in English but may as well be in Chinese to me. I have 5 payslips and a further 3 payslips with additional payments listed as corrections. Is there anyone who deals with the Dutch taxation system that can give me some guidence please? I'm willing go pay for your time?
