The best form for an A1 certificate

Which is the best form - I can find two that are similar

Whenever I have a self-employed person working in Europe who needs an A1, I use the form CA3837 to apply:

However, today I stumbled across the very simialr looking CA8421:

Does anyone know if one is the right one, or a better one, or if it simply does not matter? My A1s do normally take a long time to be issued, but I assumed it was just HMRC inefficiency.

They may be similar (in both content and intent), but the links you've provided quite clearly describe the different situations for which each applies:

CA3837 - Apply for a certificate to confirm that you only need to pay UK National Insurance contributions if you're a self-employed individual working temporarily in an EU country, Gibraltar, Iceland, Liechtenstein, Norway or Switzerland.

CA8421 - Apply for a certificate to confirm you only pay UK National Insurance contributions when you're working in 2 or more countries in the UK, EU, Gibraltar, Iceland, Liechtenstein, Norway or Switzerland.

If you're still confused, look at the 'use this form' sections on each page ... it will be surprising if you (or your client) simultaneously meet both sets of criteria.
