A few years ago a former Chairman of the Board of Inland Revenue gave a speech where he said the role of the officers of his department was to collect the correct amount of tax from each taxpayer and not the maximum amount of tax that could be squeeezed out of them, or words to that effect.
Does anyone else remember this speech, and even better could anyone provide me with a link to it?
