As a UK company organising an event in Dublin for UK businesses, should UK VAT be charged?

The event will include, accommodation, travel, meeting attendance and refreshments.

and beyond that you'll also want to be looking at TOMS - The Tour Operators Margin Scheme.

But if you're looking for detailed, free advice, on international services involving one of the most hated adaptations to VAT law and accounting, I think you'll find that a week before the self assessment deadline is not an ideal time to ask for it.
