My partner is a US Citizen with a Tier 5 Visa here in the UK.
She is employed on a temporary basis with a UK production company as a writer and actor. They are withholding FEU tax at the rate of 20%.
I don't belive that this is correct – she is also paying US tax on this income, and surely as a UK resident she should be submitting tax returns directly and making use of any allowances?

The FEU helpline are helpful if you give them a call. However the first thing you will need to establish is if she is UK resident and whether she needs to submit a tax return, does she have a national insurance number? If she is UK resident then ask the helpline what she should supply to the payer to avoid the withholding.
Provided she has the FEU2 certificates then she can offset the tax against any UK or US tax. Or she can apply for reduced withholding using FEU8.
