Team GB (well team UK really) did brilliantly at the Rio Olympics. In part this has been achieved by focusing on small details and step by step improvements. This has worked wonders.

What small things could HMRC change and do better so as to improve their service to taxpayers and at the same time improve the accuracy of tax collection?

P800s could shout out loud in big bold letters that they must be checked

The main reason for success at the Olympics was money. Over £4 million per medal, by all accounts. Compare this to the funding that Team GB got before 2000 and it explains the medal haul far better than marginal gains.

But just shoving money at HMRC won't help either - it's what they do with it that counts. So far they have demonstrated that they have no clue how to spend money effectively. It's not a step by step improvement they need, it's a complete shake up, pulling out the dead heads, starting at the top.
