Subcontructor providing material only to Contructor, The Contrucor is not the last customer for the service, should Subconturctor add VAT or DRC applay ?

Are the materials supplied as part of a contract which will also have a labour element at a later date?
If no labour is involved on the project at all, then VAT should be charged.
Did not realise this was a duplicate post and Les had already answered on the other post!
Maybe, for absolute certainty, a separate answer is required for each of the four variants of contractor/sub-contractor in OP ... in which case two more answers to go yet! :=)
