VAT EC sales list calculate £35,000 goods limit

How to calculate the quarterly sales, for EC sales lists, for the goods limit of £35,000?

VAT notice 725 the single market section 17.7 says “make supplies of goods and the value of those supplies has exceeded £35,000 (excl. VAT) in the current, or 4 previous quarters” you will be required to submit monthly EC sales list returns. How is this calculated?

Is it £35,000 in any of the 5 quarters taken on their own?

Is it either, £35,000 as a total for the previous 4 quarters, or, £35,000 in the current quarter?

Is it £35,000 as a total for the previous 4 quarters and the current quarter all added together?

Is it based on standard accounting or cash accounting?

What happens if you go over the limit in the 2nd or 3rd month of a quarter? Do you have to start monthly returns in the next quarter, or in the current quarter when 1 or 2 of the monthly returns would then already be late?

I have been told or read that the answer is all of the above. Can anyone help me with the answer?
