VAT Enquiries not being closed

Has anyone else found that HMRC do not close VAT enquiries

Over the past 2 years we've had a few very quick VAT enquiries and a few visits to clients. Only on one occasion (when there was some tax to pay) hass HMRC confirmed that enquiry has been concluded. All the others have just ended with us responding with the information requested and no further comment.

On the latest visit, I have been chasing HMRC for closure (via email) and no response has come back. It has been about 7 weeks now waiting for a reply.

Do others experiences this? Is it deliberate to keep the enquiry open as long as possible? Or is it lack of resource?

Yes, often seems to be the way. HMRC ask copious questions, require copies of documentation, time taken to prepare and send off then no response or follow up ever received.

Had a couple where the inspector visits, looks through the records, says they have queries/issues, are asked to put them in writing and they go away, never to be heard from again.

Most of the recent enquiries stem from refunds on VAT returns. I assume that by making the refund the enquiry is over.

Funnily I have just had an email from HMRC (Big Brother must be watching us). All they say is that they may need some further clarification and will be back in touch.

It has been over 3 months now and I think that is a little excessive for what was a straight forward enquiry on the day.
