VAT of cash back companies

Hi,

A cashback company such as the Topcashback or Quidco is an exempt or standrard VAT rate company?

If it's a standard than how it charges its client's for VAT? Let's say if they get a certain percentage from their clients for the sales, that should be counted for VAT fully?

What does the contract say?
Is it a discount on the purchase price of the goods, or a commission?

Commission. Basically they get the 20% of cash back as commission.
