Vat on medical services

Working out whether we should charge VAT on provision of software as a service to NHS

We act as an intermediary between NHS and private consultants.

We charge the NHS a fee which covers our cost plus a fee for the consultant.  We are not the provider of the medical service, but the fee is for a medical service so we haven't charged VAT historically.

Second contract is to provide the software as a service to the NHS, should we charge VAT to them.

On your first question, are you making a supply of staff, or of medical services?
