VAT Pre-Registration Input Tax on goods

In considering what pre-reg input VAT items can be claimed on goods, how far can you go outside of stock and fixed assets? In theory could you include a box of pencils still held at EDR?

You still need to have proper VAT invoices or receipts to prove the business purchased the goods and the goods must still be for a business purpose.
