It has been pointed out on various other threads that HMRC insist all company directors return a self assessment return even where there is no basis in law for doing so - untaxed income etc.

At this time of year, we also have to consider P11ds (which show no sign of being retired). Technically, almost every employer in the UK would seem to have one of these to do, if only to list expenses payments to their employees (who would then be required to deduct these expenses, presumably by way of self assesment).

There is no doubt in my mind that if every director, employer etc decided to file these returns, lets say to be on the safe side, HMRC would enter meltdown (perhaps more so) with the extra work - P11ds just now don't seem to be processed until December.

So the question is, why do they continue with this approach?

Umm, they do have a basis in law

I agree that they have no basis in law for insisting that a taxpayer registers for self assessment (assuming that they are not so required for other reasons than merely being a company director).  But if HMRC decide that that it is appropriate to issue a notice to file under s.8 then they are fully entitled in law so to do, futile though it might be.

Sorry but I disagree with you Roland

The tone of most threads on this topic in this forum is that HMRC overstep the mark in their published guidance. They certainly do not insist that every company director completes an SAITR. An individual is only required to volunteer to complete a tax return if they have HR tax to pay or untaxed income (broadly speaking, and yes I do know the detail thank you).

Many employers make no payments that should appear on a P11d for all or most of their employees. I do not understand why you think an employer would not file a P11dX whenever possible and only deal with the exceptions.
