When will Non residents issue a payment reference

A Polish National/ Resident with no UK tax history asked me to declare a Capital Gain on a property sold on 31 August 2019.  The UK residential property was inherited from his late mothers Estate 2 years ago and only just sold.  The gain from agreed probate value to date of sale was declared via HMRC online non residents capital gains declaration.  A Case ID was issued to the client email address and HMRC requested a copy of the capital gains computation to be forwarded to [email protected] as it was not included with the declaration.  The compuation was duly submitted under the case ID on 24 September 2019 as the CGT was due 30 September 2019.  Despite two remider emails to the above address, there has been silence form HMRC.  The overseas client wants to pay the £9,000 CGT liability in fear of interest and penalties but we have no telephone or contact details from HMRC other than the above email address.  The clienthas never had any UK obligations so we cannot pay using a UTR or NI number.  How to proceed is the next step.  Any advice is appreciated or a telephone contact for the non resident Capital Gains returns section.

I had a similar issue earlier in the summer and I emailed HMRC non res and they confirmed that they were working on a 55 working day turnaround to process submissions! They said that there wouldn't be any late payment penalties as long as the liability was paid by the due date shown on the email with the payment ref and when that did come through there was a 14 day payment window from that date of that email.

I don't think there's any way to pay unless you get the NRCGT ref.
