White labelling payroll

What do I need to consider?

We are an ACCA firm and one of our clients has approached us to white label  their payroll offering. Obviously I’m going to be asking the ACCA, but the relevant phone lines are shut until Tuesday.

Do you think I’m okay to just do this, or would I have to engage directly with the end client? Would it make a different if I don’t register as PAYE agents w/ HMRC for the end client?

If I do, then we’d set-up a JV co and have a profit share, so not the end of the world, but I’d prefer not to.
