In my own Business Tax Account, and in others of clients whom I've asked to access theirs in order to get online authorisation quickly, I see "Manage Tax Agents" as an option in "Manage Account", underneath "Account Access".
Why does my client Jane Doe simply not see this option?

Have they activated self assessment on their own account? If not this will need doing first before you can see the "manage tax agents" option.
Are they in fact perhaps not using their account correctly, or possibly unable to read? It's usually one of those two when I come across this issue.
