1. Set up payroll scheme in April 16 and client has another payroll provider using that scheme no. I am the payroll agent.
Set up PAYE tools to file 14/15 and couldn't. So last Wed I spoke to HMRC who said they had to change records their end to accept the information. They said it would take 72 hours for their records to update.
Just this minute I tried for the 10th time to file online from HMRC tools. I get 2 submission error messages:
1. Subm of this doc has failed due to departmental specific business logic in the Body tag.
2. Subm cannot be accepted as it does not fall within the eligible filing period.
I have no idea what 1. means, but assume from 2. that the files at HMRC are still not ready to receive my data and probably never will until I call HMRC yet again and ask them to check.
HMRC are far too busy to take my call or anyone else's right now. (it's all on our website - probably) Do you think my suggestion is likely to be correct?

You cant file FPS now for anything other than the current tax year.
If you are submitting earlier years then you must use the dreaded EYU (earlier year update).
I understand the only exception would be if you had no payroll and only EPS submissions to make.
I am trying to file Earlier Year Updates only.
Then I would speculate that the changes have not yet taken effect or the date changed was incorrect so you still cannot file.
Any changes I request usually mean I can file 5-10 minutes after getting off the phone to HMRC.
It would appear that they need to move the scheme start date from April 16 to April 14. This may well take longer to action and will depend on how big the backlog at the technical section who can actually make the change is. Running and submitting the 15/16 EYU will check if they moved the date far enough back as you will lose one of the error messages if they misunderstood
The body tag issue is something else. There may be too many characters in one line, or a forbidden symbol, on the set up information. The guidance in Basic Tools is good so read that first, otherwise you will have no alternative but to ring again.
It always baffles me how you can place a complicated order online in a far off country, and actually receive the ordered goods faster than HMRC systems can make a simple change.
