Tax experts are giving evidence to MPs considering the National Insurance Contributions Bill, which includes measures to simplify payment of NICs by the self-employed and extend the Finance Act 2014 provisions for follower notices and accelerated payments to NICs.
The Bill, published in July, runs to 24 pages and HMRC provided 39 pages of explanatory notes.
The Bill received its second reading in the House of Commons last month and the Public Bill Committee is expected to report by 28 October.
Today’s witnesses include Gillian Wrigley, technical officer at the Low Incomes Tax Reform Group, John Whiting, tax director at the Office of Tax Simplification, and Frank Haskew, head of the ICAEW Tax Faculty.
The government has tabled a series of amendments.
