Given the publicity about deferring VAT payments, I contacted the HMRC VAT Online Webchat Support this morning for clarity about the filing deadlines during the necessary escalation of measures by the government to limit the spread of Covid 19.
Their official response was that it is 'Business As Usual'; returns must still be filed on time throughout the current lockdown otherwise surcharges will be applied.
I replied saying that in circumstances where a business did not have remote access to their accounting systems to work from home, they were saying that the work of accounts staff and bookeepers would be deemed 'essential' and that e.g. non essential retail premises required to close by the Prime Minister last night would need to open up to allow accounts staff to keep records up to date and file their returns.
Their response confirmed that yes, returns must be filed on time, and the only remedial action would be to ask for a review of the surcharge notice and it will be 'considered'. This was the only advice they could give.
Be warned! HMRC are not singing from the same hymn sheet as Boris. I think he may need to have a word!
