HMRC very helpfully allow us all to see their rule book, so we  can all play by the same rules. But really just because you do not like the way people use the rules, is that a reason to hide them?  https://www.gov.uk/hmrc-internal-manuals/vat-supply-and-consideration/va... is the logical extension of their desire to hide anything useful from us.  GYBEA.

Exactly.
What is actually worse is they do not even say what exemption they are relying on.
Maybe we will rely on the same exemption when doing teh next tax return
