Practical guidance on the Merged R&D scheme is hard to come by, but we've created a free course that covers the essential information for R&D advisors and accountants.

The new Merged R&D Scheme applies to accounting periods beginning on or after 1 April 2024. This is the biggest shake-up to the R&D tax relief scheme in over 20 years, so for anyone advising their clients about R&D, it’s a huge deal!

Some of the biggest changes relate to how subcontracting works. In the old SME scheme, subcontracting was a huge point of contention between advisors and HMRC. To give them credit, HMRC has worked hard to try to ‘design out’ some of these problems. Unfortunately, their draft guidance on subcontracting and the restrictions on overseas expenditure is pretty confusing in places and raises as many questions as it answers.

For other aspects of the Merged scheme there’s still no guidance. This means that you have to look at the underlying legislation to see how it’s going to work. Because of the way legislation is written, that’s really difficult to do.

All of this means that it’s tough for R&D advisors to know how the Merged scheme is going to work in practice, and many have been wondering what to tell their clients.
