Tax and red tape never go away, but it's interesting to see how
they rise up the political agenda when Budget time floats around
- and particularly this time around, when we have the stirrings
of a General Election campaign on our hands.

In recent weeks, the Federation of Small Businesses and the main
tax bodies have been on the case of working tax credit hassles.
Both lobbies have been growing increasingly concerned that
Gordon Brown is going back on his promise to consult with
employers on whether the government should take over paying
WTCs. It appears that the government wants to park WTCs and
other contentions issues such as company law and
inheritance tax until after the election. But as the CIOT
pointed out in a letter to the Treasury, employers need to know
what their cashflow needs are going to be for the coming tax
