I have had some success in agreeing with hmrc to use the flat rate percentage for a late registration. You would need to do the figure to see if this would help.

If she has problems we skype , its almost like being in the same office,and with the cloud software I can see what she is doing. She is not an official apprentice though. (she has keys for my house and I trust her here on her own!)
....or in this case, pay nothing. HMRC's software is free for a reason: it's rubbish. There is a lot of commercial payroll software around and competition in the market means that most of it is very cheap and offers excellent functionality.
If you are in practice running payroll for a number of companies, then it really is a false economy to use HMRC's aptly named Basic PAYE Tools. The additional time wasted on inefficient software is surely more expensive than paying about £1 per employee to run a proper software package. Have a look on AccountingWEB for the many forums in which competing systems are discussed. If you use QuickBooks Online, it provides free payroll for unlimited employees. If you don't use QBO, there is an excellent cloud solution from The Payroll Site and there are numerous well reviewed desktop payroll solutions.

My main business is small one director co's, sole traders and subbies. Happy to take on any refereals no matter where in the country. Any one got any in Derbyshire or Devon?
I know this is a late response and I may be barking up the wrong tree, but if there is no tax due then the penalty is reduced to zero for years before 2011/12. So if there is no tax due just file the missing return. ( open to correction if I've missunderstood.)
