I am wondering why wasn't a claim made for funding directly from HMRC during the course of 2013/14?

We at Keytime came across this some several weeks ago. The gist of our enquiries is that it is "impossible" for HMRCs computer to generate a NINO without a final A,B, C or D but apparently this is what has happened nonetheless.
They were going to be looking into it. Obviously they haven't looked very hard or very quickly.
We do allow a NINO without the final character with a space but per HMRC there is no such thing as a NINO without the suffix. We have advised clients to leave the suffix alone.
Regardless of what you do until it is resolved at HMRCs side you will get NINO change notices for this individual.
If you leave the suffix letter present it will continue to generate notices since their system has a suffixless NINO but if you omit the final letter you will still receive notices because their is no such thing possible as a suffixless NINO!!!
Catch 22 or some such thing.....
