Surely, if he is self-employed working from home it is a travelling expense using HMRC's 45p per mile instead of actual motor costs. The £2044.80 would be included with his other business expenses on his tax return. This may result in a rebate of CIS deductions, depending on his profit.
Can make a tax rebate claim when using your own vehicle for business purposes when EMPLOYED and the employer does not pay a mileage allowance, or it is less than 45p. EG: If employer pays 30p per mile, can claim tax rebate on the 15p pm difference. 1000 miles x 15p = £150 x 20% = £30 tax rebate.
Can't claim for mileage to and from work whether employed or self employed, ie if self-employed rents a workshop.

Ring HMRC's helplineI had a problem downloading a PDF copy of the tax return. I rang HMRC's online services helpline 0845 6055 999, 8am-8pm Mon-Sun, and they sorted the problem over the telephone. It was my computer. I had to change some settings under Tools Internet Options. Try phoning them. I've used HMRC's website for SA online filing for the past 3 years reasonably okay, but still file paper partnership tax returns, as they don't do these.
