I cannot see why information that is available prior to the end of a tax year should not be pre-populated on a tax return.
For example, tax for earlier years included in a coding is known over a year before the end of the year in which it is collected, and relevant figures are also given on HMRC's website for the relevant individual to include within their return. This is a figure I know often gets overlooked, but why should it be when it is readily available and could be included automatically?
