I think everyone might be able to better recommend a software package if you gave us some insight into your small group of companies, their locations, your current IT infrastructure, how many will be using the software etc.

SAP Business One
We successfully implemented SAP Business One in our company and I can honestly say I love it. It's the most precision engineered software package I've ever used and best of all it's very scalable, it can support anything from 2 concurrent users and 100k+ transactions to 50 concurrent users and 5m+ transactions because of it's architecture. The only downside is it can get quite expensive having it tailored to suit your requirements but I still advise getting a quote.
These kind of packages are usually quite difficult to find if your looking for an out of the box solution to your problem, Albany eCollect (previously Albacs) product specifications state that it does have full third party software integration so your best bet is to find an accredited Sage developer who will be able to integrate your two systems, granted this may cost a pretty penny.
Yes and No
Being as the foreign subsidiary is subject to audit by regulations set in a different country I imagine but am not entirely sure that an audit may be required unless the audit was conducted by a firm with international credibility in which case the audit results should be transferable as the basis for the parent's financial results.
