His employer will almost certainly be the umbrella company so you will need to use their details.
To clarify he will have an agreement with the agency to source appropriate work. He should have an employment contract with the umbrella.

Hi Steve OH
Does it mean if someone has UTR number and submits SA for the 2012/13 tax year now, he wouldn't get penalty ? assuming no tax or NI payable on the income as his income was below tax and NI threshold.
How could a backdated self assessment trigger a late filing penalty? That makes no sense.
If self assessment is not submitted on time does it not trigger penalty? Say 2013/14 SA submitted on 12/04/2018 Would it not attract late notification or filing penalty?

Is there any way of notifying HMRC about becoming self again online?
12 months start from date of desegregation Feb 2019? or last 12 months(October 18 to Sep 19) before starting trading again (from Oct 2019)?
so that means he does not need to register right now. He needs to register when sales hits threshold in 3-4 months time?
The contract is with the agency

asked this question in July last year, 503 people viewed this post and no one dared to respond. Wonder where the tax Gurus are?
