That way you should get the best of both worlds. You should have a satisified client who should be happy to budget at least one cost with some certainty, and you have a buffer to offset against any cost inflation.

will produce in the cell in which the formula is entered:
The contents of B12, if B12 is equal to or greater than 0.
or
"0" if b12 is a negative number.
If instead of just a non-descript "0" you want something more informative, do something like:
=IF(B12<0,"NEGATIVE NUMBER",B12)
Remember to enclose any non-numeric stuff in double inverted commas.
