My guess is that they are only talking about the P800 rebates, which are nearly always wrong, mainly because they don't cross reference to SA, and so they dish out the rebates twice. But that is just one of a multitude of ridiculous errors I have seen...a lot going the other way too. It's been like that for a few years now, god only knows how much it's costing the country.
I have only had a few P800s for 2013-14, one was wrongly asking for £2,000, as it had accidentally left off the tax paid ! Not good at all.

So that's what you have to do. I told them I was making an official complaint...and they have agreed to issue the rebate today. Why didnt they just do it in April and save us all this hassle.

Maybe they should try and tell everybody else at HMRC that the system is working well, because whenever I speak to them they tell me they can't give me clients PAYE income details either on the phone or by post as there is an issue with the details supplied by the employer. I try to find out what exactly the problem is and it's normally not having the correct year end info reconciled, but have also been told they cannot give any details out as the information they have is just too unreliable now. I also found a long term employee of a university who according to her SA record has no employment at all. Still no idea how that one has happened.

I thought I'd update you with HMRC assurances that all CIS rebates should be made within 25 days.
I finally got through to HMRC this morning....and they are going to push through the rebate they had promised for early September straight away. However it is not scheduled to be looked at until 31 October. So they have held onto my clients money for 18 months, with absolutely no end in sight, just yet another promise to 'look at it' in 2 months time.

I cannot believe that the outrageous delay of repayments is hardly mentioned at all. Especially so because I have been reading about how they are going to mend the system and prioritise repayments. Which has not happened at all, and we are still hassling and trying to get rebates for 2013-14, it just seems impossible to get them to pay the tax back.
So that's for tax deducted from April 2013 onwards, which has had corporation tax paid on it as well. How can that be a system that is fair ?
I just thought I would give them another call.....and after answering all the questions, and waiting in a queue for 10 minutes, you just get cut off.
Maybe this is the issue that needs sorting out before anything else.

Surely the biggest offenders are the government themselves, and government funded bodies. I have had numerous IR35 situations, nearly all employed by HMRC, local councils, NHS PCTs, Legal Aid Board, the LT partnership, etc. I've had a few building trade contractors but 90% of mine are funded by the government.
They are just sidestepping their own onerous employment rules, and also save the permanently increasing employers NI as well. And then they have to cheek to introduce IR35 to try and shift the blame onto their 'employees' and get them to pay the very taxes they themselves are avoiding.
It's straight out of Yes Prime Minister.
The employment laws need to change first and then close the gap by stopping the incessant smoke and mirrors of tax decreases and NI increases.

Shirley, that's exactly right about Companies House.
The Guardian had an article a few years ago, and it obviously didnt know how much it might be, but estimates run into billions lost per year, possibly tens of billions.
Just stop Companies House striking off companies, unless its been agreed with HMRC, it's not rocket science. And as you say, it's inconceivable that the government doesnt realise, and why do they let so much tax revenue slip though its fingers ?

Euan is spot on as always. And if there there have been problems arising, it might be annoying, but I'm sure the any penalty will be reversed.
