Can HMRC start off with "what is the point of quarterly reporting"? Instead of 2 hour videos that would take about 10 seconds.

I don't have any clients not already with computerised software that could just purchase Iris and employ a trained person to use it without incurring considerable on-going cost (or indeed employing my firm to keep their records for them).
Whole concept is idiotic.

What HMRC is missing out on is that we agents are effectively auditing our clients records before they are submitted. Ok we don't call it that but my life is basically redoing accounts that clients have given me into something that is acceptable under tax legislation. Not just capital v revenue which presumably will disappear if cash basis is used but, for instance, expenditure is business expenditure and he has not just put through his own personal expenditure, that all sales income is through not just bypassed the books. That his stock levels and pricing is right. etc Who is going to do that work in future?

It's called the "First past the Post". The SNP are in favour of doing away with it. Haven't the foggiest what UKIP's view of it but who cares as they only have one MP.

Reading the above I am even more of the opinion that politicians just do not know what is going on. They are of the opinion (confirmed by a chat with our local MP) that being "exempt" is a "good" thing which it can be except when capital expenditure kicks in and then it is an almighty disaster. I am aware that Europe is involved but their politicians are just as ignorant.

VAT and Charities
Seems pretty clear cut that they will lose. It's time charities were allowed to claim back all VAT they incur. Sometimes I think politicians think that is what being exempt means.
