£4 per week does not seem to justify the cost of working from home for any self-employed person in my experience.
If I was in your shoes I would make life simple for both myself and the client and set the Use of Home expense at either £300 or £600 dependent on the amount of turnover the business generates.

Manipulative yes. Immoral would depend on the works of the church in its local community and if they are strapped for cash whilst aiming to help those they support.
From the scenario you describe above I am personally more worried that the personal element of motor travel is 25%. If she is just doing the odd trip for home visits and going to suppliers I would presume for HMRC to query that.
Seems a tad too low % wise.
What about things such as prepayments and accruals for management accounts?
Would that be within the scope of 'up to trial balance'?
