Key though is the amount of scrutiny of Finance Bills - time allocated in Parliament is minimal
Presumably retailers also have an issue if they have not already been charging Vat to their customers?
I am personally a trustee of 4 family trusts. I am not aware of having received any correspondence for any of them telling me about the need to reregister. How can HMRC enforce this when many trustees will be completely oblivious to the need to reregister?
Appear to be allowing a few days for post - one dated 27 November , due for payment +3 months becomes 3 March.
We phoned HMRC mid June as we weren't sure what reporting was needed when no Piid is required. ( letter says reporting through RTI but we couldn't see anything to tick anywhere within RTI ) and of course teh P11d online forms don't allow you to submit a nil return. We were told there was absolutely nothing to do if no P11d is required..no mention of needing to do a nil return...
Presumably there can;t be a penalty for late submission if none was due?
Are these going to include all the individuals whose state pension is over the personal allowance and don't have another source of income to collect them from?
I've had a few of these come in to see me recently. So far every one has a repayment from an earlier year due ( tax deducted at source on interest not reclaimed ) but HMRC should be deducting tax at source through PAYE not creating a whole new process to land elderly people with lump sum demands!
Chaos... As you say if they made up their mind that would help. It seems we have changed access rights and systems every other week to get the information we need, with no warning. Without Accounting web I wouldn't have known about this one. It's only 2 or 3 a year I ask for for elderly/confused clients but why should we have to fight to get the information HMRC already have to put it onto a form to send to HMRC....
Also, are notices of coding still being updated to the agent online system or have they given that idea up as well? I've spotted a few already where they are missing...?
Yup , I'm starting RTI with a few days off on leave ( school holidays not strop!). Cover arranged and "trained" but very nervous of making mistakes which will be hard to unwind so returns unlikely to go in before I get back to work. Not a great start to be hoping system seizes up in the first few days despite HMRC confidence, nor to be delaying my own payroll processing, until I return.
