I agree, we should have investigated this in detail. We did call HMRC and their simple answer was she has to pay VAT and we would recommend to import the goods to UK and ship it to Europe.
In this case, can we do the following,
1. We ask the freight forwarders to invoice us for the VAT and we pay them the European VAT
2. The VAT charged from the customer is used to pay the VAT
3. We do not pay the VAT to UK HMRC.
Will this be acceptable?
Our factory in China - Do they have to create an invoice in our customer's name? Or just attached the invoice issued to us?

Does HMRC Really help the people who pay taxes?
I doubt it.. recently HMRC is not very flexible and threatening to wind up the companies if there's late payment. It is understandable , but HMRC should be flexible with the small business who fight for survival and try their best to pay the taxes.
