This is actually nothing new. All that has happened is that the current guidance confirms what some providers have been doing for several years.

Isn't these a classic case of bringing in an overburdening requirement then rolling back on a couple of tiny aspects to give the impression of a concession just to gain acceptance by those who have to comply with the overburdening requirement?
Seen this sort of tactic used before.

we are a small concern, 5 users, moved from 4 PSTN lines to BT cloud voice last year. (looking for worker mobility) The experience has not been good, poor voice quality at times and high levels of down time. Cost is considerably higher and customer service mediocre. We would move back to landlines as soon as possible.
Similar size & setup as you & our experience could not be more diametrically opposite.
Moved to voipfone.co.uk over two years ago. Quality better than BT, only once in that time has it gone down. Customer service MUCH better than BT & cost under 15% of what it was.
Couldn't be happier with the change.
