Why can they not be honest and say we are broke and if we feel like holding it back we will.
If it is some form of checking proceedure then do not call it SECURITY CHECKS. If they mean they are checking to see if all the tax shown on the Return is correct then call it say "VALIDITY CHECKS".
TWO CLIENTS HAVE THIS LAST WEEK RECEIVED THERE REFUNDS FROM JANUARY, BOTH OVER £3,000.
I agree entirely that the agents site should not say it is paid when it plainly is not.
In this area these so called security checks are done in Bristol. Miles away from the local office. It appears the local office has nothing further to do with the refund once it reaches them, and also it appears Bristol has no access to the individual tax payers accounts. They therefore can not show on that account when it is finally paid, thus the local office has no option but to say it is paid. If Bristol has no access to the tax payer accounts it would infer they are of such a low status they can not be given access. So what is this department?
Why are Directors still treated differently to any other employees when it comes to calculating NI?
I have never had a sensible reply to this question.
HMRC not best placed
The Revenue seem to think they know best about everything.
It appears to me that the Revenue live in a world of their own. Take the rejection of PDF files in favour of ixbrl. Until the Revenue dictated that we had to use this format most people had never heard of it, where as virtually every office had pdf available, even if only as a conversion from word or wordperfect.
They will probably soon advise us that all our centuries of bookkeepeeing practice is wrong and tell us how we must do it in future.
The people at Somerset House need to get out into the real world and discover just how difficult and costly it is to deal with all the regualtions they have come up with.
Authorised mileage rate
It is time it was revised up as it is unchanged since 200/03.
In the Budget consultaion it is one of the points we have raised.
Suggest others do the same.
iXBRL & wordprocessing as in Word or WordPerfect
If there is a need to submit schedules not prepared on an accounts package or tax program will they have to be in iXBRL????
If so there is no indication that either of these two programs will be able to provide us with the necessary conversion.
PAYE the new System!
We have all over the years got sagas to tell about the codings of clients.
On many occasions I have had to challenge a coding due to the Revenue Office not looking at the tax payers breakdown of income from all sources, let alone on occasions allowable expenses. So when preparing codings there is a need at all times for them to look at the whole picture and not just at PAYE items.
My PAYE staff have also pointed out the need when they are reviewing the state of someones over or underpaid position to check all years and not just the year they are currently reviewing. On more than one occasion if they had checked on the total position they would have found mis allocations etc which when corrected would have cleared the problem.

I agree that something has got to be done to make the system both fairer and more understandable, as well as simpler, not just with Business Tax but all taxes.
For years now every time someone finds a gap in the legislation it is quickly blocked by reams of print in the next Act. The modern Finance Acts are all so large that it is impossible, I would suggest, for any one person to any longer be able to absorb it all, and be able to answer a question on any point of tax. We may have moaned 20 years ago about the amount of legislation but it was a small fraction of what we now have. The complexity is such that is it any wonder you make the comments you do.
It could be argued we should start again. There are tax experts in the big firms who I am sure between them, if there salaries were covered, would work out, given the parameters necessary to meet Government requirements, a new and simpler tax regime.
Of Rebeccas two suggested ways round the problem I would favour "B".
This would certainly in the main allow professionally well run businesses to continue as is and keep out those letting their holiday homes.

Security checking !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!This is just another way of avoiding early repayment of the tax, in order to help out the bankrupt Treasury. All the amounts delayed have been for hundreds if not thousands of pounds.Several of my clients have suffered this and it has taken 3 months to clear and then only when chased.The Collector is also putting a false statement on the Statement of Account when he states it has been paid, when in fact he means it has left his department and been moved to another, which is still part of the Revenue. By saying it has been paid the tax payer says well I have not had it so where is it. It is at this point you get the truth.This causes very bad feeling by both the agent and the tax payer about the Revenue. So much for working together.
HMR&C Consultation re AgentsThank God I can see retirement on the horizon.In recent years the additional bureaucracy created by one Government Department after another has got beyond a joke. Most of the additional work that has to be done, and kept up to date, is there because a few individuals trying to be too clever by far have got under the skin of the various Government Departments. If they had been stamped on using existing powers we would all have more time to deal with clients.The Revenue know who the Agents are that cause them the most problem, or certainly did under the old regime. The problem with basing everything on that of risk, and computers that work simply on probabilities and not on all the facts, is that individuals get black marks which can not be removed even once they have proved their innocence. This does not improve relationships.The Revenue must use the powers they have got. If they are proved not to be adequate then provide that proof to the various professional bodies so the situation can be looked at calmly and rationally.Please no sledge hammer to crack a nut.
