The 4th bullet-pointed item should be mandatory reading for all those in the media who've stirred this 'story' up into misleading headlines - as I'm afraid you have Tom by labelling the link:
"New rules for gig economy workers"

As the excellent as always LITRG point out in their opening:
"The most important thing to understand about the news stories is that they are about some new rules coming in, that relate to reporting requirements between various online platforms and HMRC.

They do NOT (my emphasis) create new tax obligations for individuals – the rules about who needs to declare their income, who needs to register for a Self Assessment tax return, when to register and how much tax people must pay in relation to their activity are already in place and HAVE NOT changed."

HMRC have quite cynically been dripping the misleading angle to journalists ... in their view it's win:win - the media get clickbait-style headlines for free, whilst HMRC get the publicity they seek (alongside their nudge campaigns) whilst retaining 'deniability' for any 'misunderstandings'!
